Bail bondsman files lawsuit against the city of Youngstown and its clerk of courts

YOUNGSTOWN, Ohio - A bail bondsman has brought a lawsuit against the clerk of courts and the city of Youngstown.
Tom Cool says he is licensed to write bonds in about 70 courts in the state of Ohio for defendants, but for some reason Youngstown's Clerk of Courts Sarah Brown Clark won't take his registration papers.
He has filed a mandamus with the 7th District Court of Appeals to order the city to follow state law.
"She has no choice on who writes bonds. We're licensed by the state of Ohio. Her job is merely procedural; to stamp the papers, and register us and she is supposed to have it done within 24 hours according to revised code, and notify the jail to accept our bonds," said Tom Cool, bail bondsman.
Clark says she has not read the lawsuit yet and has referred questions to the Youngstown Law Department.
The 7th District Court of Appeals says the city has 28 days from the date the mandamus was filed to give its response.
