YOUNGSTOWN - A big announcement is expected to come from Ohio Governor Mike DeWine Thursday about guidance on how kids will return to school.

In Youngstown, the CEO of the school district told 21 News, they're planning for an all on-line return.

"We are planning on starting online. That is where we are right now," said Youngstown City School District CEO, Justin Jennings.

He said through the CARES Act funding, the district is working to get all students the technology they need at-home learning in the fall.

"We want to make sure that our students have their own device, not device per-family, but each individual student will have their own device," said Jennings. "And we are also working to make sure that all of our scholars who don't have internet access will have home internet access, not a hot spot, but home internet access."

While the governor is expected to speak about a plan for school districts on Thursday, Richard Lewis, CEO of the Ohio School Boards Association said it's probably going to look different at each district with some school working all on-line, some taking a hybrid approach and others returning to the classroom.

Lewis worked with the Department of Education's team to come up with recommendations to present to the governor which he is expected to address Thursday.

"We believe that the governor is going to come out with some basic guidelines for us and we are very hopeful that it is going to lead to a lot of local decision making rather than a one size fits all," said Lewis.

While the governor's remarks Thursday will be taken into consideration, Jennings said the health and safety of the district is what's most important.

"We don't want to spread or be a group that helps to spread this virus."
 
DeWine will host his briefing at 2 p.m. Thursday.
