HUBBARD, Ohio - Hubbard residents voted in a new council member Tuesday.

Cathy Cummings defeated incumbent Michael Toda by a vote of 92 to 24.

Cummings will take over the 4th Ward following the victory.

Toda had been appointed five years ago and previously ran unopposed in two elections.
