A former Youngstown City police officer who still has six months left to serve for a felonious assault conviction is hoping three times will be the charm needed to get out of prison.

Arthur Carter is again asking Mahoning County Common Pleas Judge Anthony D’Apolito to consider a motion for judicial release. Judge D’Apolito denied Carter’s previous motions for release twice so far.

Carter, 50, has been transferred from the Toledo Correctional Institution to the Mahoning County Jail where he awaits a Friday hearing on his release motion.

Carter has been serving a four-year prison sentence since September 2020 after pleading guilty to three counts of felonious assault.

A Mahoning County Grand Jury handed up a 23-count indictment against Carter in 2018 that included multiple charges of sexual battery, unlawful sexual contact with a minor, using a minor in nudity-oriented material, and disseminating obscene material.  The 20 sex-related counts were dismissed as part of a plea deal.

The police department placed Carter on paid administrative leave in 2017 when allegations came to light that he was being investigated for misconduct when he was an assistant girl’s track coach at Ursuline High School.
