Lowellville business operators charged with illegal waste dumping

YOUNGSTOWN, Ohio - A Mahoning County Grand Jury has filed criminal charges against a Lowellville company, its owner and one of its employees.
Soil Remediation Incorporated is accused of illegally dumping oil and gas waste less than a mile from the Mahoning River.
The company, David Gennaro Sr. of Boardman. and Frank Naples of Poland have been indicted on two felony counts of open dumping of solid wastes and illegally operating a solid waste landfill without a license.
They also face misdemeanor counts of illegally storing petroleum contaminated soil, illegally disposing drilling fluids and illegally disposing drilling production waste.
The charges stem from Ohio EPA violations dating back to 2011 when the EPA received an anonymous complaint that the company was allegedly dumping and burying brine water and contaminated soil.
EPA records indicate Soil Remediation Incorporated has faced a similar violations over the years.
In 2008, the company was issued a $23-thousand-dollar fine and ordered to stop accepting and disposing solid waste, including oil and gas waste.
The Ohio Attorney General's Office, which is representing the Ohio EPA, would not comment on the charges.
