NEW CASTLE, Pa. - Police have arrested the man they say is responsible for trying to run over a woman, then kidnapping her.
New Castle police say shortly before 8:30 pm Thursday night officers were dispatched to a car accident at the intersection of Francis Place and Duquesne Street.
Officers say that 24-year-old Brandon Samuels rammed his girlfriend's car, forcing her off of the roadway.
Police say he got out of his vehicle, grabbed the victim by the hair and pulled her out of her car. According to a criminal complaint, Samuels slammed the victim into his car, and on the ground.
Authorities say that's when Samuels got back into his car and tried to run her over. When he failed, Samuels allegedly got out of the car, picked up the woman, and slammed her head into the ground, causing her to black out.
According to police, when she woke up, Samuels was allegedly putting her in his car and driving off.
An affidavit filed in Lawrence County Court says that Samuels then called his mother, and the girlfriend's mother and told them that he had hit her car, run her over, and tossed her in his car.
The affidavit also says that following the phone call, the victim's mother went to the scene of the car crash and reportedly found her daughter's hair clip on the ground near her car, as well as her smashed cell phone.
Shortly after, police reportedly talked to the victim's sister, who told police that the woman told her she was in a car with Samuels passing a Country Fair near the Grove City Outlet Malls.
When asked if she was ok the victim reportedly told her sister "I don't know!"
Pennsylvania State Police, along with police Departments from Mercer, Venango and Erie Counties initiated a chase of Samuels along Interstate 79, where he was eventually captured.
Samuels has been charged with aggravated assault, kidnapping, unlawful restraint, recklessly endangering another person, simple assault, and accidents involving damage.
Samuels is scheduled to appear in court in August.
