New Castle teen who filmed controversial arrest speaks out

NEW CASTLE, Pa. - Tuesday night we showed you a video that had gone viral of a New Castle Police Officer allegedly using excessive force during an arrest.
The teenager who recorded that video is breaking his silence. He says he's gotten into arguments with his mom's boyfriend in the past, but what happened to him in the video wasn't necessary.
"I just don't know why something like that would happen to him," said Jeremy Toney. "I actually thought he was going to die."
Not even 24 hours after the video went viral, Jeremy Toney, the teenager who recorded the video, spoke with NBC affiliate WPXI about the day he says he can't seem to stop thinking about.
"I thought he was going to have severe brain injuries and I was scared," said Toney.
Perry Lawry, the man being arrested in the video, is Jeremy Toney's mom's boyfriend. According to the criminal complaint, New Castle Police were called because Lawry allegedly began choking Toney. Toney says that is not what happened.
"He did not lay a hand on me. He was being an a**hole and I hit him in the face," said Toney.
In the criminal complaint, police saw Lawry began going after a few knives, that's when a scuffle began.
"Then the second cop came up and started to tase him and then went straight to punching him in the face like four times," said Toney.
Police say they tased Lawry three times but that didn't work.
"I started seeing him getting punched in the face. At that point, I was pretty sure he was already handcuffed. So I didn't think it was necessary to start punching him in the face. So if anything got worse, I would have it on video, I'd have the evidence for anything like this," said Toney.
The family does plan on getting a lawyer.
New Castle Officer Ronald Williams has been placed on administrative leave while they investigate the arrest.
