Valley faces icy roads, dangerous wind chills
The Ohio Department of Transportation and the Youngstown Road Department had trucks out early Tuesday pre-treating wet roads to prevent them from turning icy as temperatures plummet.

The temperature was already below freezing by 4 am, heading into the teens this afternoon.
Authorities in Trumbull County were called out to a couple of accidents between 4 and 6 am.
A truck rolled over on North River Road just east of North Road in Howland shortly before 5 am, temporarily closing the road.
The National Weather Service has provided the following information on current and coming conditions:
MAHONING AND TRUMBULL COUNTIES
A Winter Weather Advisory remains in effect until noon Tuesday. A Wind Chill Warning will be in efect from 1 am Wednesday until 4 pm Thursday.
Plan on slippery road conditions. The hazardous conditions could impact the morning commute. The dangerously cold wind chills could cause frostbite on exposed skin in as little as 10 minutes.
Hazardous travel conditions are expected through the Tuesday morning commute.
Extremely dangerous wind chills are expected to develop Tuesday evening and continue through Thursday afternoon.
Arctic air will move into the area today and remain in place through Thursday.
Falling temperatures will allow for a flash freeze of water on untreated and elevated surfaces such as overpasses and bridges.
Black ice could make travel hazardous during the Tuesday morning commute.
High temperatures today will recover very little if at all, as cold air surges in and temperatures fall during the afternoon and evening hours.
Lows tonight will drop well below zero and will likely remain below zero through Thursday morning.
Wednesday may be the first time since January 1994 that highs remain below zero in many locations. Low temperatures Wednesday and Thursday morning will be the lowest the region has felt since February 2015 and could break daily records by several degrees.
Through this period, winds 10 to 25 mph across the area with gusts to 30 mph will produce wind chills values of 25 to 35 degrees below zero causing life-threatening cold conditions.
COLUMBIANA COUNTY
A Winter Weather Advisory remains in effect until 10 am Tuesday. A Wind Chill Warning is in effect from 5 am Wednesday to 5 pm Thursday.
Rapidly falling temperatures may create flash freeze conditions Tuesday morning.
Dangerously cold wind chills are expected beginning Wednesday. Wind chills could fall as low as 25 below zero expected.
Plan on slippery road conditions. The hazardous conditions could impact the morning commute. The cold wind chills could cause frostbite on exposed skin in as little as 30 minutes.
MERCER COUNTY
A Wind Chill warning is in effect from 1 am Wednesday to 11 am Friday.
Dangerously cold wind chills expected. Wind chills as low as 30 below zero are expected. The cold wind chills could cause frostbite on exposed skin in as little as 30 minutes.
