Valley convicts on Elkton prison release list

ELKTON, Ohio - Men convicted of crimes like child pornography and arson-for-profit in the Valley are on a list of 837 federal inmates that the ACLU says should be moved from the Elkton Federal Correctional Institution because they are at risk for COVID-19.
At the urging of the American Civil Liberties Union, a federal judge ordered the Bureau of Prisons to compile a list of Elkton inmates whose health could be threatened by the coronavirus outbreak because of age or underlying health conditions.
Magistrate George Limbert has granted the ACLU a preliminary injunction that ordered prison officials to identify at-risk inmates and figure out if they can be released.
The prison bureau has asked for a stay on the court order.
After reluctantly releasing the lost of 837 inmates, attorneys for the prisons noted that they don’t necessarily agree that the inmates should be released and reserve the right to challenge any move to do so.
As of Thursday, the U.S. Bureau of Prisons has reported the deaths of seven inmates due to COVID-19 at the Elkton Federal Correctional Institution.
Among the locally-convicted inmates on the list are these four men:
Paul Schumacher, 56, Lowellville. Release date June 21, 2020
In 2014, Schumacher was sentenced to more than eight years in prison after pleading guilty to receiving and distributing images of children engaged in sexually explicit conduct.
Schumacher was arrested following a search of his Lowellville uncovered a computer that contained several images of nude, pre-teen girls in suggestive poses.
Schumacher was also ordered to make $1,000 restitution to one of the victims depicted in some of the images found in his possession.
When he completes his prison term, Schumacher will be placed on probation for ten years.
Joseph Rosynek, age 35, Niles. Release date December 4, 2026.
Rosynek was sentenced to nine years in prison last year after he was convicted of possessing child pornography and receiving and distributing pictures of minors engaged in sexually explicit conduct.
In March of 2018, state and federal agents searched Rosynek's home on Frederick Street in Niles, which less than a mile from Niles Primary School.
According to an FBI affidavit, an undercover child pornography investigation into various groups on the KIK social media platform led them to Rosynek.
During the search of Rosynek's home, agents confiscated laptops, an iPad, a hard drive, and several cell phones.
Once he completes his prison sentence, Rosynek will be placed on probation for ten years.
Daryl Evans, age 50, Warren. Release date August 19, 2032.
Evans was sentenced to 15 years in prison last year after pleading guilty to multiple counts of mail fraud, mail fraud conspiracy, using fire in the commission of a felony, and destroying property used in interstate commerce.
He was one of three men implicated in a plot to torch homes in the city of Warren to collect the insurance money.
Rodney McMeans Jr., age 45, Youngstown. Release date May 17, 2022.
McMeans was convicted of a firearms violation after authorities say he got a gun from his son.
Having previous convictions of rape, kidnapping, and attempted murder. McMeans was not permitted to possess a gun.
