LIBERTY TWP, Ohio - Three Liberty Township Firefighters are under internal investigation after claims state firefighters were using, buying and selling prescription drugs while on the job according to Liberty Police Chief Toby Meloro.

The investigation states Lt. Justin Graham and Lt. Josh Cleland used prescription drugs on the job that weren't prescribed to them and sold the drugs while at the fire station.

According to the investigation Capt. Chris Olsen participated in the passing of drugs confirmed in the investigation through text, although Olsen denied knowledge of the actions.

The investigation states Graham and Olsen had text conversations that insinuated using, buying, and selling prescription drugs.

The internal investigation found that Olsen knew that a firefighter had overdosed just 10 hours before returning to work and never reported the incident citing Olsen, "failed to take action to protect the public."

Investigators claim Olsen allowed the firefighter who overdosed to drive less than two hours after being revived from an overdose.

The investigation states Olsen further abused his power by using a fire department shirt to gain access to St. Elizabeth Medical Center while off duty.

The hospital was under COVID-19 visitor restriction at that time.

Graham is also accused of urinating in a fire captain’s teapot.

Liberty Township Trustee Arnie Clebone said they have accepted the resignations of both Lt. Justin Graham and Lt. Josh Cleland

The firefighters are not currently facing criminal charges.
