YOUNGSTOWN -  A convicted Valley sex offender who has been found guilty of failing to register his address three times in the past now faces a federal charge accusing him of failing to do so.

According to a complaint filed in U.S. District Court, authorities found 27-year-old Austin Rowe living at a trailer park in Mercer County, Pennsylvania last month when his sex offender registration listed him as having a Youngstown, Ohio address.

The owner of a home on Youngstown’s West Side told investigators that Rowe had been registering her house as his address but was not actually living there.

Court records over the years have listed Rowe’s address as Struthers, Youngstown, and homeless.

Police say Rowe had not registered the Mercer address with Pennsylvania's sex offender system.

Authorities say that since being declared as a Tier 1 Sex Offender following his conviction of unlawful sexual conduct with a female minor in 2013, Rowe has been found guilty of failing to register his address in 2015, 2016 and 2017.

Rowe, who has been held in the Mahoning County jail since his arrest in late February, is scheduled to make an initial video appearance before a federal judge on Monday.
