Youngstown City Council has passed an ordinance that will help pay off the city's debt in constructing the Covelli Centre.

Youngstown City Council has passed an ordinance that will help pay off the city's debt in constructing the Covelli Centre.
Councilman Mike Ray said that after the $6.5 million payment is made in July, the city will owe about $5.1 million.
He said Wednesday's vote was to refinance the city's bond so that it has a better interest rate on the remaining debt.
