Suspended Newton Falls finance director disputes reasons for leave

NEWTON FALLS, Ohio - Suspended Newton Falls finance director Anna Musson insists that there is no medical reason for her being placed on medical leave in May.
City manager David Lynch placed Musson on medical leave on May 14 but did not disclose the "medical" reason for the leave.
Musson was placed on medical leave by city manager David Lynch on May 14 for undisclosed reasons. On June 13, Lynch changed Musson's leave to a six-month suspension without pay, saying she'd failed to meet obligations she was "obligated to adhere to, " without elaborationg on what those obligations may be.
In a letter obtained by 21 News from Musson to Newton Falls council members dated May 28 , Musson called the reasons for her having been placed on medical leave "misrepresentations," saying she has asked Lynch, through her attorney for an explanation of her medical leave.
"There has been no explanation on what medical exam Mr. Lynch has requested and he has not communicated any job-related reason, consistent with business necessity for a medical exam," the letter states.
Lynch said the reasons for Musson's suspension have to do with "employee/management issues," saying that beyond that, he had no comment, when asked about the suspension in late June.
