WARREN, Ohio - A report issued Wednesday by Trumbull County Prosecutor Dennis Watkins has found no wrongdoing on the part of four Warren Police Officers who fatally shot a man at a home a year-and-a-half ago.

The 55-page report details the investigation into the August 3, 2020 shooting of David Rigg as he held a BB gun near the doorway of his home on the 2000 block of Hamilton Street SE.

According to the report, police were called to the home after Rigg had dragged his girlfriend and pulled her hair during a domestic dispute.

The report states that the girlfriend and her three children got out of the house, but Rigg refused police orders to come out.

A police negotiator was called when officers spotted Rigg waiving a handgun around.

Negotiations went on for two hours as Rigg repeatedly said he wasn’t leaving the house unless police shot him.

One of the officers told investigators that he was the first of four officers to fire shots after Rigg pointed the gun at him.

The coroner determined that Rigg was shot nine times.

The investigation included reviews of police and witness interviews, as well as reviews of forensic evidence, dashcam video, and Rigg’s cell phone.

The report said that there was no orange tip on the barrel or any other evidence to indicate to officers that the pistol being held by Rigg was only a BB gun, which was only illuminated that night by a porch light.

Prosecutor Watkins said the officers had to make a split second decision based on the belief that Rigg was going to carry out his plan to commit suicide by cop.

Concluding that the officer’s use of force was reasonable, Watkins says the case will not be presented to a grand jury and the investigation is closed.
