YOUNGSTOWN, Ohio -
Animal Charity of Ohio posted to social media a picture of two puppies "clinging to each other for comfort."
The image is bound to pull at some heart strings.
Operations Director Jane MacMurchy said a concerned citizen reported seeing three dogs hidden from view on the south-side of Youngstown.
On Monday, humane agents responded to the home and found a mother dog and two 5-month-old puppies in a make-shift dog pen.
Officials say the dogs were frightened and extremely under socialized.
"You can tell they've had very minimal human interaction," said MacMurchy. "They are absolutely terrified of everything."
The owner surrendered the dogs to officials but, charges could still be pressed.
"There is always a potential, living in that situation. We will continue to investigate to make sure there are no other animals that are brought to that property," explained MacMurchy.
She went on to say situations of animal neglect are becoming increasingly common.
"We are seeing multiple calls a day on situations like this that we are responding to," said MacMurchy.
The dogs will be available for adoption in two weeks. Officials say it would be great if the family could stay together, but that is not required.
