YOUNGSTOWN -  A Niles woman who has been among the Valley’s top five fugitives since this past summer is now being held in the Mahoning County jail on charges of arson, grand theft, and insurance fraud.

U.S. Marshals, who listed 49-year-old Heather Kellar as one of their top five local fugitives since August, was arrested on Tuesday.

Kellar is one of seven people named in a Mahoning County Grand Jury indictment last July for allegedly burning buildings, faking burglaries, defrauding insurers in Mahoning, Trumbull, and Ashtabula Counties from 2011 to 2017.

The alleged ringleader of the plot, Tricia Floyd of Youngstown, and the six other suspects are scheduled to go on trial in October.
