The city of Youngstown sent a notice to Park Vista on June 29 saying it has 30 days comply with temporary shoring of the parking garage, along with a structural analysis of the building.

The garage, which closed shortly after new ownership took over, lies next to and under the north tower at the complex.

The city emphasizes there is no immediate danger to the residents at Park Vista.

Arthur Donnelly, whose 91-year-old mother Carol lives at Park Vista, says he's confident the building itself is safe, but has concerns about the lack of access to the garage. He says his mother has had to dig her car out of heavy snow since she has to park it outside now. Arthur Donnelly and his wife Allison are also concerned for the other residents of the complex who aren't in as good of physical health as Carol.

"It really was frustrating in the winter time, she's 90 and having to dig her car out of the snow," Allison said.

"She's a very healthy 91 but we want to keep her that way," added Arthur.

They're calling on Park Vista to complete the necessary repairs and reopen the garage.

21 News reached out to management at Park Vista Friday afternoon but has not heard back yet.
