WARREN, Ohio - Warren Mayor, Doug Franklin held a meeting Wednesday afternoon discussing how he proposes to spend ARP funds awarded to the city.

Mayor Franklin presented a PowerPoint presentation to those in attendance at the meeting. The mayor presented the following plan on how to disperse these funds.

$3.2 million was proposed for the city's park plan, which includes new equipment for city parks, renovations for sports fields and courts and safety upgrades.

Franklin says these upgrades are important for local youth and families, adding that there was strong support for these renovations at public meetings in the past.

$3 million was proposed for upgrades to the Warren Community Amphitheatre, which would include renovations to the building and grounds.

Mayor Franklin once again highlighted the strong support for this at public meetings and says the Amphitheatre is an important source of entertainment, economic activity and community pride.

$500,000 was proposed for the Trumbull Community Action Program (TCAP), which would expand multiple programs including arts and culture, the digital advantage program and the police athletic league. 

Mayor Franklin describes TCAP as a "community asset that serves [Warren's] residents."

A $1.5 million loan fund was also proposed. According to the PowerPoint, this would be a programmatic solution to address broad private sector needs from community proposals.

Mayor Franklin says the fund will grow as payments are made with interest and that this fund will support Warren's business community.

- $465,000 for city operations and maintenance 

- $631,000 for road improvements

- $248,000 for RMS data conversion

- $110,000 for police geotracking software

- $75,000 for the City of Warren Mobile Health Clinic

- $1,200 for grass cutting services
