It all started on Himrod Avenue around 3pm when a 20 year old woman and 56 year old man were driving near Pearl street.

All of a sudden, their vehicle was struck multiple times by gunfire, and the woman was injured. She was taken to St. Elizabeth's Hospital where she is in stable condition.

Around the same time, gun shots coming from Tod Lane pierced 22 year old Ray'mon Sims. Sims and another man made a quick getaway in a car, until they reached Alameda avenue where they crashed into a home.

The two men made their way here to the 400 block of Crandall Avenue on foot, where police and EMT's assisted Sims, but he later died from his injuries.

Elijah May, 18, was arrested in connection to that shooting and Councilwoman Samantha Turner tells 21 News it stems from a dispute that's been brewing for a while.

"This particular, these two children, and they are kids, had an incident a couple years ago and it's just kind of escalated," said third ward Councilwoman Turner.

The northside of Youngstown is usually a quiet area, Councilwoman Turner says she's calling for more action when it comes to helping the youth resolve their issues another way.

"Without conflict resolution, this is the type of thing that happens," Councilwoman Turner said. "I think that we have to start focusing more on that at home and in schools on how we deal with conflict with people and how we brace ourselves for forgiveness," she said.

May was arrested on charges of voluntarily manslaughter, possessing weapons under disability, and a warrant for the violation of a protection order.

Other charges are pending after consultation with the City of Youngstown's Prosecutor's Office. Police remain tight-lipped about the situation but are expected to release additional information Thursday.
