GROVE CITY, Pa. - A Grove City man is arrested after police say he was raising a five-year-old child and two dogs in a home in deplorable conditions.

According to a post on Grove City PD's Facebook page, police arrested 50-year-old Josh Caldwell after officers responded to a home on the 100 Block of Park Street for a welfare check.

Police say a five-year-old girl, along with two dogs were found living in deplorable living conditions. Drug paraphernalia was found in the home and police say the dogs were suffering from extreme neglect.

According to a criminal complaint, there were a total of 13 crack cocaine pipes, many of which in the reach of the child, as well as animal urine, dirty soiled clothes and dirty sleeping conditions.

The complaint goes on to cite a male witness who told police that Caldwell did not feed the child and abusively yelled at her.

Both dogs were taken to the Grove City Police Department until the Mercer County Human Society could take possession. 

Caldwell is currently charged with Endangering the Welfare of a Child and Possession of Drugs and Drug Paraphernalia. He was arraigned on these charges on July 1 and will be back in Court July 12 for a preliminary hearing.

Additional investigation into the animal abuse and neglect, and further charges could be pending depending on the results.
