Police: Mineral Ridge man collected $23,000 from 90-year-old Boardman woman for incomplete home improvements

A Mineral Ridge man has been charged after a 90-year-old Boardman homeowner told police she paid him thousands of dollars for work that was never completed.
Township police on Thursday arrested 48-year-old David Shaffer on one count of theft by deception.
The alleged victim told police that Shaffer came to her Colleen Drive home after the contractor he worked for installed a new roof on her home.
According to the police report, Shaffer told her he had been laid off and was looking for work.
The woman said that she hired Shaffer to remove mold from her basement and replace kitchen and bathroom cabinets.
The homeowner called the police after being contacted by her credit union about large amounts of money she had been withdrawing. After six months, the woman said the work was not finished.
Shaffer appeared in county court on Thursday where his bond was set at $10,000.
