A candidate for Judge in the Struthers Municipal Court was intentionally struck twice by a grocery delivery driver on Sunday, according to a report from the Poland Township Police Department.

According to the report, Jennifer Ciccone, 38 of Poland was struck twice by Timothy Lucas, a 52 year old from East Liverpool who was delivering a $500 grocery order from Giant Eagle.

Upon arriving at the property, Lucas allegedly asked to see Ciccone's ID, as there was alcohol in the online order. However, according to the report, Ciccone told Lucas that she had recently lost her drivers license, but could provide a passport instead.

In a statement to 21 News, Ciccone says that she offered several forms of identification to Lucas, which he declined to look at. 

The report says that Ciccone then sent someone else inside to find her passport. While they were inside, she asked Lucas what company he was with, as nobody had ever asked her for an ID before.

According to the report, after refusing to answer three times, Lucas became angry and claimed Ciccone was being hostile, even saying he would cancel Ciccone's order and place her on a do-not-deliver list.

When Ciccone demanded Lucas deliver the groceries she had already ordered, Lucas refused but would not leave the property. 

Giant Eagle's policy says that any non-alcohol items can still be delivered in an order if the recipient's age can't be verified.

Ciccone's husband then demanded that Lucas leave the property and began to call police, at which point Lucas began walking back to his vehicle. 

As Lucas was returning to his vehicle, the report says Ciccone went behind the vehicle to copy the license plate. While copying the plate, Lucas allegedly backed up and struck Ciccone, before pulling up five feet and reversing into her a second time, injuring her arm and leg.

Lucas was intercepted and taken into custody on State Route 224 while officers were taking the report at Ciccone's home. Lucas is currently being held in the Mahoning County Jail on charges of aggravated vehicular assault.
