Bond set at $250K for New Castle couple charged in child sex trafficking, rape case

NEW CASTLE, Pa. - A New Castle couple is jailed on bonds of $250,000 each in connection with an investigation that includes a charge of sex trafficking a child.
New Castle Police arrested 33-year-old Regis Lilley and 29-year-old Samantha Haines on Thursday after investigating a complaint that a minor had been sexually assaulted. Police say the complaint also named a second juvenile female as a victim.
According to detectives, Lilley confessed to having sex with one of the children.
Police say they also determined that Haines, who was in a relationship with Lilley, had been aware of the alleged sexual abuse that was taking place for several years and took no steps to stop it.
According to a criminal complaint, this alleged conduct took place between 2022 and January of 2024 and came in various forms. The complaint states that the abuse occurred at least 20 times with one of the victims and between five and 10 times with the other.
Lilley was charged with 11 counts of Involuntary Deviate Sexual Intercourse with a Child, 10 counts of Rape of a Child, and 2 counts of Indecent Assault of a Person Less Than 13 Years of Age.
According to the complaint, one of the victims was 11 years old. The second victim's age was not listed, but charges do state that they were also under 13.
Haines was charged with Trafficking a Minor and 2 counts of Endangering the Welfare of a Child.
Both were arrested and arraigned by a District Magistrate.
The next court hearings for the two are scheduled for February 1.
