An apartment property manager in Youngstown is facing charges of aggravated menacing and criminal mischief Sunday night after allegedly attempting to lock tenants in the basement and threatening to stab them with a screwdriver.

According to the Youngstown City Police Department report, officers were called to the building on South Avenue in the city after a tenant reported water and electricity were shut off to the building around 6:15 pm Sunday.

The police report states officers spoke with the tenants who claimed that the property manager, 55-year-old Susan Frampton, had come to the complex, which houses more than 10 people, around 6 pm and turned off the utilities.

Officers found the water and electricity had been turned off and turned the utilities back on and left the scene, informing tenants a police report would be filed.

Within minutes, officers were called back to the apartment building and, according to the report, observed the utilities were back off and observed Frampton yelling and threatening tenants.

The report claims officers heard Frampton tell the tenants, "...I'm going to stab all three of you," before locking them in the basement.

Tenants were able to escape the basement through another door that was unlocked.

Frampton was arrested and transported to the Mahoning County Sheriff's office but had to be transported to a hospital for a medical emergency, was checked out, and returned to the jail.

Frampton was charged with three counts of aggravated menacing and two counts of aggravated menacing.

Frampton was arraigned Monday afternoon in Youngstown Municipal Court and is scheduled for a pre-trial on March 14 at 10:30 am.
