State Troopers have identified the victim in a fatal accident in Columbiana County early Monday morning.

9-1-1 callers reported a Jeep on its side on State Route 11 southbound near the Rogers-Lisbon interchange at around 12:30 a.m. Monday.

Troopers say 45-year-old Arthur Stroud of Warren died after driving off the right side of the roadway striking a guardrail face. Troopers say the Jeep traveled through the median, struck a ditch and ejected Stroud.

Troopers say Stroud was not wearing his seatbelt at the time of the crash. A 19-year-old passenger in the Jeep was wearing his seatbelt and was transported to the hospital with minor injuries.

Investigators are trying to determine if icy roads played a part in the crash.

Part of the highway was closed while the Patrol investigated. The crash remains under investigation.
