Hermitage requiring some property owners to connect to sewer lines
Nearly 100 homes and businesses in Hermitage will have to make the switch to the city's sewer lines.
Properties on South Neshannock, Virginia and Miller roads all have private septic systems. Now, the city wants to extend their lines into that area and the properties will have no choice but to connect to them.
“The main purpose of extending the lines was really to correct failing on lot systems in the area, septic tanks primarily, to reduce or eliminate pollution of the environment,” Gary Hinkson, the Hermitage City Manager said.
The city is covering more than 50% of the total cost for the project. But property owners will still be responsible for their portion of $9,200. That cost includes a $2,500 fee for a city tapping, $150 fee for inspection, and $6,550 fee for special purpose tapping. On top of those costs, property owners could have to spend another $1,300 - $2,300 to get connected to the line.
Some houses could get a grant to help with that bill if their incomes qualify. The other option is to take out a loan with a low 1.75% interest rate that the city has coordinated with a local bank.
The lines will not only run to the homes but past them into empty lots, giving developers the option for new builds.
“The ground out there is not conducive to on lot systems and so without a municipal sewer system there isn’t going to be any new construction so I would say there is a good possibility now with municipal sewers that there will be growth there,” Hinkson said.
Those empty lots are near the Hermitage Sports Complex and would have enough space for about two dozen homes.
“It sends a message to folks that Hermitage is interested in development. We’re interested in new residential housing. We know that we’re a community of choice and we are excited about that,” Mark Longetti, the Hermitage Director of Business and Development said. “We want to welcome new residents into the community.”
Construction on the line extensions will start in February of 2025. Property owners have until the spring to figure out how they will cover the cost of the work. All of the properties must be connected to the city sewer line by November of 2025.
