A Trumbull County grand jury has issued a new indictment with additional charges against Linda McCullough, the former Vienna Township fiscal officer accused of misappropriating township funds.

The new indictment adds three counts of record tampering to the existing charges. A previous indictment in November already charged McCullough with four counts of record tampering, two counts of theft in office, and one count of telecommunication fraud.

Authorities allege that McCullough, 55, used her position as fiscal officer to steal township money between August 6, 2021, and March 21, 2024.

The original indictment detailed how McCullough allegedly spent between $7,500 and $150,000 of township funds on personal expenses. These expenses included payments to her personal credit card for charges at businesses such as Pitt Stop Brew Thru, Rotary Corporation, Spectrum, Walmart, Home Depot, Sam's Club, Lowe's, Amazon, Buena Vista, HF Everett Gas and Oil, Partzilla, Marathon Petro, Tractor Supply, and Andrews Hardware.

Now, the superseding indictment filing shows the amount McCollough is accused of taking from the township — $116,370.82.

Also added to the superseding indictment are four additional counts of tampering with records due to the expanded timeframe of the alleged crime of defrauding the township. Dates of the alleged incidents of tampering with records include August 6, 2021; February 25, 2022; January 24, 2023; November 6, 2023; plus the original dates listed on the first indictment of November 10, 2023, November 14, 2023, and November 20, 2023.

Last year, the state auditor declared a fiscal emergency in Vienna Township due to the missing funds, which led to layoffs of some police and fire personnel.

McCullough is scheduled to appear in court on March 5 for a hearing on the previous indictment. She has been summoned to court to answer the new charges.
