YOUNGSTOWN - A Federal Grand Jury will consider the cases of two women arrested by immigration officials after they were found sleeping in a car outside a Warren convenience store.

Thirty-three-year-old Venezuelan national Dicla Emirlania Perez Rodriguez, and Emileth Rodriguez, 39, appeared before a magistrate in federal court Thursday for an initial appearance on charges of fraud and misuse of visas, permits, and other documents. 

The charge stems from an incident on Monday where Warren City Police encountered the two women, another adult, and two children sleeping outside the Parkman Road Circle K in a vehicle with mismatched license plates.

According to court documents, police called a Homeland Security Investigations special agent after each woman produced a fraudulent Permanent Resident Card and social security card.

The affidavit states that Perez Rodriguez’s Permanent Resident Card number belonged to a Cuban national, and the Social Security number belonged to a different individual. 

A database search revealed the U.S. Citizenship and Immigration Services number on Emileth Rodriquez’s permanent resident card belonged to a Chinese national, and the Social Security number belonged to a different individual, according to the affidavit.

Investigators say Perez Rodriguez admitted to obtaining the fraudulent documents online. Emileth Rodriguez told the ICE agent that she got the documents from an unknown person in Chicago.

Both were released on a $20,000.00 bond while their cases were bound to a Grand Jury.
