One person arrested, charged with solicitation, promoting prostitution following raid at Hubbard spa
Law enforcement was back at a property owned by a Trumbull County Commissioner and former Hubbard Township trustee throughout the day on Friday.
Hubbard Police Chief Bob Thompson confirmed with 21 News police conducted a search warrant at 3C Foot Spa, which is housed in a building owned by Trumbull County Commissioner Rick Hernandez.
According to the Hubbard Police Department, Furong Li of Flushing, New York was arrested and charged with solicitation, promoting prostitution, and practicing medicine without a license.
According to a statement from Hubbard PD, the spa was the focus of a search warrant issued in August of 2024 that was also done alongside the Mahoning Valley Human Trafficking Task Force.
Police also seized cell phones, a computer, ledgers, and cash from the spa according to the statement.
21 News crews observed law enforcement removing evidence from the building and locking it up.
This is not the first time law enforcement raided this business. 3C Foot Spa was part of a string of massage parlor raids by law enforcement back in August of 2024.
At that time, Hernandez told 21 News he was unaware of any potential criminal activity happening in the building and if he finds out anything illegal is going on there, he will have that tenant extracted from the building.
"I'm just now hearing of this," Commissioner Hernandez told 21 News at Friday's commissioner's meeting. "I own the building. I do not own the business."
Hernandez told 21 News the tenant's lease ends on Friday, February 28. He stated if "anything illegal" had been taking place at the property, the tenants were warned that they would be evicted.
"I don't stand behind my tenant if there is something that I should know," he said. "This is the last day of their contract. They have been warned by me that if there was any unlawful or illegal activity in and out of that building, they will be evicted."
It is unknown if more arrests could be made or if more charges could be filed against Li.
Hubbard Police encourage anyone with information about human trafficking crimes to call the Trumbull County Dispatch Center at 330-675-2730.

Law enforcement, including Liberty Police, also conducted a raid at a residential home on Shadyside Drive in Hubbard, less than one mile away from 3C Foot Spa. It is unlikely these raids are connected.
