Hughes of Youngstown as bishop of the Covington Diocese. Two Youngstown monsignors escorted Bishop Hughes, Benedict Franzetta, left, and Donald Reagan. Behind them, wearing miters, are Archbishops Thomas J. McDonough of Louisville and Jean Jadot, the apostolic delegate.
