WARREN, Ohio - Just one week after Warren City Council voted down legislation to annex a Howland Township storage unit property into the city, Council members unanimously voted in favor of it.

While some council members like Fourth Ward Councilman James Shaffer supported the annexation, others like Third Ward Councilman Greg Greathouse and Sixth Ward Councilwoman Honeya Price did not support it at first.

Greathouse tells 21 News Warren Mayor Doug Franklin called on council to reconsider the legislation saying it was the best deal the city could get.

Greathouse said he initially thought the city could get a better deal, but after learning more about type 2 annexation and its nuances, Greathouse says he's changed his mind and plans to vote in favor of the annexation.

Under type 2 annexation, Howland Township would still get the property tax revenue from the property, but Warren would get the income tax revenue from the only employee that works there, as well as the corporate income tax revenue.

Following the meeting Greathouse said other council members had changed their minds as well, as all 10 council members voted to have the property annexed.
