Ellsworth Twp. reviews 10-year Land Use Plan amid debate over housing language

ELLSWORTH TOWNSHIP, Ohio - Ellsworth Township’s zoning commission held a public meeting Tuesday evening to begin reviewing its 10-year Land Use and Policy Plan—a document that helps guide decisions about land use, development, and infrastructure.
While the plan does not directly change zoning laws, it serves as a framework for future decisions made by township trustees, developers, and zoning boards. Officials say the goal is to maintain the small-town feel that draws residents to the area while preparing for responsible growth.
“This is part of our process for planning the future of Ellsworth Township,” said Jim Mayberry, Chairman of the Zoning Commission. “The main issue is to maintain and protect the rural atmosphere of this small township.”
The meeting focused in part on Section H of the plan, which outlines alternative housing options including cluster housing, attached units, and senior living. Some members of the public expressed concern that certain terms—like “cluster housing”—suggest denser development than they want to see in Ellsworth.
Angela Javorsky, Secretary of the Zoning Commission, said she supports maintaining flexibility for housing options like in-law suites or senior accommodations—but agrees that some wording needs to be reconsidered. “I don't feel like the attached housing is an issue,” Javorsky said. “But I don't like the word ‘cluster.’ Cluster, to me, sounds like an experiment or three or more units, which I don't like.”
Rather than removing the section altogether, several board members said they believe updating the language is the right step forward.
Andrew Baltes, a fellow commission member, echoed the priority to preserve the community’s rural identity. “It seems to be the general consensus to keep the ag and rural aspect of Ellsworth and keep it the way that it's been,” he said.
The land use plan will continue to be updated throughout the next year, with more opportunities for public input. It is expected to be finalized and submitted in 2026.
