HERMITAGE, Pa. - The City of Hermitage Board of Commissioners voted to approve three paving projects during a special meeting on July 8, 2025.

The projects, listed on the agenda for the meeting, included the 2025 Capital Paving Program, the 2025 Neighborhood Investment Program and the 2025 Wheatland Neighborhood Capital Paving Program.

The three approved contract bids equated to a total of $958,745.33.

The 2025 Capital Paving Program includes paving for Tiffany Lane, Fran Lane and Lee Run Road within the City of Hermitage.

According to Hermitage Board of Commissioners President Duane Piccirilli, Youngblood Paving, Inc. won the bid to conduct the paving in this program.

The bid that Youngblood Paving, Inc. submitted to the board totaled $201,000.18.

The 2025 Neighborhood Investment Program had three bidders.

The scope of the 2025 Neighborhood Investment Program project includes:

  • Installing new stormwater facilities along Fern Avenue between Greenwood Avenue and Baker Run
  • Paving Fern Avenue between Greenwood Avenue and Baker Run
  • Installing new street signs along Fern Avenue

Protech Asphalt Maintenance, Inc. was awarded this contract for a bid totaled at $585,651.30.

According to Gary Hinkson, City Manager of the City of Hermitage, the Borough of Wheatland merged into the City of Hermitage on January 1, 2024. 

"The city recieved some funds that Wheatland had in their bank accounts at the time of the merger," said Hinkson.

Hinkson told 21 News that the commissioners decided that the money that Hermitage received from Wheatland would go back to the community.

The money awarded will go toward paving Balm Street, Cherry Street, Ridge Street and Orchard Street in the Wheatland neighborhood.

The 2025 Wheatland Neighborhood Capital Paving Program had four bidders.

Youngblood Paving, Inc. was awarded the contract for this project, totaling $172,093.85.

It is unknown at this time when work will begin on these paving projects.
