YOUNGSTOWN, Ohio - A car chase in Youngstown ended with the suspect in the Mahoning River Tuesday night.

The pursuit started at 9:42 p.m. when a Youngstown police officer and an Ohio State Trooper saw a car parked in the front yard of a home in the 3300 block of Hillman Street.

According to the report, the officers saw the driver inside lighting a pipe commonly used to smoke crack cocaine followed by a cloud of smoke in the car.

Police approached the driver, later identified as Robert Garner, and told him to show them his hands. The car took off instead, leading to a chase that traveled through the front yards of W. Lucius Avenue and onto Market Street.

Garner allegedly drove onto Indianola and Oak Hill Avenues before returning to Market Street. The car then traveled to Wayne and Erie Streets before driving onto Williamson Avenue, crossed over South Avenue and onto the Cedar Street.

According to the report, Garner drove under the Cedar Street bridge and onto the dirt road before going onto the train tracks and becoming disabled.

When the car became inoperable, police say Garner left the car and jumped into the Mahoning River and tried to swim to the other side. Officers say Garner realized he could not swim and they had to jump in the river to save him from drowning.

He was placed under arrest and had to be carried back to the car. Police say Garner admitted that he was high and planned to harm himself before yelling hysterically as if he was possessed.

Officers searched the car and found a gun, glass pipe and a digital scale.

Garner was arrested on charges of failure to comply with the order of a police officer, obstructing official business, having weapons under disability and improperly handling firearms in a motor vehicle.

He was taken to the hospital for an evaluation.
