HOWLAND Warren Township Trustees unanimously voted on Monday to approve a Joint Economic Development District (JEDD) for the new Kimberly-Clark manufacturing plant set to be built in the City of Warren.

Trustee Ed Anthony tells 21 News all three trustees voted to approve the JEDD.

This comes after both Warren and Howland Township trustees were waiting on Kimberly-Clark's attorneys to look over part of the contract before casting their vote to approve or reject the JEDD. 

With this agreement, income tax revenue will be split across three municipalities. The City of Warren, along with Howland Township, will each receive 40% of the income tax revenue, and Warren Township will receive the remaining 20%.

Anthony says this will be a "major power boost" for Trumbull County.

Warren City Council unanimously voted to approve the JEDD back in June, meaning the only remaining municipality left to approve it is Howland Township. Trustees are expected to vote on this matter Wednesday morning.

Kimberly-Clark purchased the former steel mill property on Pine Avenue SE in Warren back in December of 2023. In May of 2025, the company announced plans to construct an $800 million manufacturing facility, which is expected to create 491 new jobs for the area.

Kimberly-Clark employs more than 40,000 people around the world and has 18 manufacturing facilities in the U.S. and 71 facilities globally. A representative for the company previously told 21 News this will be the company's second-largest facility.
