All three municipalities approve JEDD for Kimberly-Clark facility in Warren

WARREN The Joint Economic Development District (JEDD) for the new Kimberly-Clark facility coming to Warren has been approved by all three municipalities.
Howland Township was the last of three municipalities to unanimously approve the JEDD, with Warren Township approving it Monday, July 28, and the City of Warren approving it back in June.
Now that all municipalities have approved the JEDD and all paperwork is signed, sealed and soon to be delivered, construction on the facility can officially begin.
Howland Township Trustee James LaPolla tells 21 News a representative for Kimberly-Clark was at the meeting and said construction of the first building at the facility should be done sometime in 2026, but did not have an exact date for when that would be.
The Kimberly-Clark representative also told trustees that the company will soon be advertising job opportunities sometime in the spring of 2026.
All three municipalities have expressed excitement over Kimberly-Clark coming to the Warren area, with LaPolla calling it "the Phoenix of Howland" and "a spark for the future."
Both Howland and the City of Warren will receive 40% of the income tax revenue generated by the facility, and Warren Township will receive the other 20%.
Kimberly-Clark purchased the former steel mill property on Pine Avenue SE in Warren back in December of 2023. In May of 2025, the company announced plans to construct an $800 million manufacturing facility, which is expected to create 491 new jobs for the area.
