EAST LIVERPOOL A new audit released for the East Liverpool Local School District shows that the district was once again cited for spending funds that had not been appropriated yet.

According to the audit, the district had expenditures of over $66,781, $55,519, $86,119 and $1,658,892 from various funds as of June 30, 2024.

The audit urges the Board of Education to closely monitor expenditures and appropriations to reduce something like this from happening again.

This is not the first time the district was cited for something like this though, as an audit released earlier in 2025 showed that the district had spent tens of thousands of dollars they were not authorized to spend.

That audit showed multiple unauthorized payments between 2022 and 2023.

East Liverpool schools issued the following statement in response to the findings on behalf of district treasurer Anson Wiegand: 

"“The district was compliant with the Auditor of State’s requirements, as reflected in the
annual audit report released and approved by their office. The appearance of
overspending was due solely to a timing matter with year-end transfers and not an
actual budget overage. We appreciate the news outlet for reaching out and doing their
due diligence in confirming the facts.”

The district went on to say they plan to add additional oversight by the end of the fiscal year, make sure all transfers at the end of the year are properly reflected and closer attention to what money is appropriated as it relates to what funds are available.
