YOUNGSTOWN Twin brothers are both charged with felonious assault after police say a cell phone video shows one of them holding a woman’s head on a street curb, while the other brother stomped on her head outside a Youngstown bar.

The men, identified as twins Bryan and Ryan Moore, both 49, of Youngstown, were arraigned Friday in Youngstown Municipal Court.

The victim’s cousin told police that they left the Social Bar on Commerce Street early Friday morning, followed by the two brothers who had allegedly been making advances toward the woman all evening.

Police say a fight broke out after the victim began punching one of the brothers. The victim’s cousin said she pepper-sprayed one of the brothers.

Video obtained from a witness shows Bryan Moore holding the woman down on the ground before Ryan Moore walked over and stomped on her head shortly before police arrived.

She was unable to speak or move, according to the police report.

Ryan Moore was arrested at the scene.  When Police located Bryan Moore hiding near a building entrance on Phelps Street, Officers say they also found a baggie of suspected to be cocaine, in a clear phone case he was holding.

Both men were booked into the Mahoning County Justice Center. Ryan Moore was charged with felonious assault. Bryan Moore was charged with felonious assault and drug possession.

Police noted in the report that although the female victim appeared to be the primary aggressor since she threw the first punches, officers did not charge her due to her physical and mental state.

Both men had their arraignment on Friday afternoon and have a preliminary hearing scheduled for Aug. 25.
