Hubbard officials considering restricting electric scooters and bikes
HUBBARD, Ohio - Officials in the City of Hubbard are considering putting in place some stricter laws on electric bikes and scooters.
As kids take them out on the street some say they’ve noticed reckless behavior.
Ohio Revised Code allows some e-scooters and e-bikes to be ridden in the street. The ORC also requires those scooters to act like cars by obeying all traffic laws and riders under 18 to wear a helmet. The city is considering something that would go beyond that.
“If they’re used in accordance with the way they're designed they're perfectly safe,” Jim Phibbs, the Owner of Discount Powersports said.
Phibbs said his store has been selling a lot more e-scooters and bikes recently. He explained that when buying, look into whether it's an on or off road scooter and follow the rules.
“It is a good means of transportation sure beats walking or riding a bicycle,” Phipps said. “...buying something that's the right size and then ride it in places that you're supposed to and wear your safety equipment.”
The Hubbard Police Department has taken note of the increase in popularity.
“We don't want to take the fun away from the kids. We just want their parents to make sure they know where they're at and talk to their kids and let them know the laws of where it can go and where it can't go,” Chief Bob Thompson said.
Officers have stopped kids disobeying traffic signals and called their parents. The chief said they've never issued citations or made arrests for scooters and doesn't think it will get to that point.
Chief Thompson added his department is looking into starting a safety course to present to kids and a helmet give away.
The city's safety director Shawn Rentz said they’re in the early stages of what the regulations could be for the scooters.
“We’re just looking more for a way to make it safer for the public and the riders,” he told 21 News.
Rentz does not think the city would consider a complete ban.
Discount Powersports will continue to sell e-scooters and e-bikes at their location at 778 North Main Street in Hubbard.
