Vienna Township trustees discuss fiscal recovery plan, call on fiscal officer to do more

Vienna Township Trustees are continuing to work through a recovery plan to come out of fiscal emergency. They met Monday to discuss the matter.
Trustee Michael Haddle called it the perfect fiscal storm, a $1.25 million deficit due to theft and a mismanagement of funds.
However, the tides are turning as the township's financial recovery plan both changes and develops.
"We had our fire levy pass, traffic camera money went away from the state, local government funds are restored and we got the Cafaro donation," Trustee Michael Haddle said.
The problem now is that there are claims the township's fiscal officer, Jason Minor, is hard to reach.
While trustees say they know what money is coming in and going out of the township, the budget hasn't been updated for months.
Fiscal commission member Mike Hillman asked trustees, "Were you able to do your job then, as a trustee?"
"It's impeding us a little," Haddle said.
Then a discussion began on the possibility of removing Minor.
Trustee Phil Pegg said they do occasionally get ahold of Minor but there's no regularity. Pegg adds they have individually requested he do his job and comply with what's needed.
State auditors who were assigned to the fiscal commission to reconcile the township's books also raised concerns about not being able to get ahold of Minor who was not in attendance at the meeting.
As a result, they didn't have reports past the end of April.
21 News did reach out to Minor who completely disagreed with all these claims stating, "All three trustees have my phone number. Trustees not being able to get ahold of me is completely false. I talk to department heads on a daily basis...I've sent requested documents from the state auditor's office on August 18th 2025...It makes it difficult to do my job when members of the board of trustees act outside of their scope...I'm always the last one to know, dealing with the cleanup and making things happen."
None of the trustees would comment on camera about issues surrounding the fiscal officer but say, despite all this they are on solid ground and on their way out of recovery.
