Wick Tower owner sues Youngstown for allegedly violating easement agreement

YOUNGSTOWN The owner of the Wick Tower apartments in downtown Youngstown is suing the city for allegedly violating an easement agreement.
According to a lawsuit filed in the Mahoning County Common Pleas Court, owner Wick Properties, LLC entered into an easement agreement in 2014 with the City of Youngstown.
Wick Tower is an apartment building connected to the 20 Federal Place building in downtown Youngstown, housing approximately 52 residential and commercial tenants.
According to the easement agreement, the easement areas are the stairs and stairwells to the 20 Federal Place building. Tenants would access the building through an entrance door from the Wick Building to 20 Federal Place.
The suit alleges that the city has removed all tenants from the Wick Building, has done "extensive demolition" to the interior portion and failed to provide heat and electricity to the easement area in connection with a $57 million project to renovate the 20 Federal Place building.
The city pulled the plug on that project in August of 2025, citing concerns that the deal could saddle taxpayers with decades of debt.
The suit further alleges that because of this, the stairwell sustained a severe water break in January of 2025, which caused "extensive damage," including $82,000 in repairs not covered by insurance.
Wick Properties is demanding damages in excess of $25,000 plus interest and court costs in this matter.
