YOUNGSTOWN The suspect in a Southside shooting incident that injured an officer has been identified as Arthur Tyrone Mitchell, according to Sergeant Jeff Saluga of the Mahoning County Sheriff's office.

Sergeant Saluga also shared the timeline of the situation. Police received a call Thursday afternoon about a "suspicious prowler" near a home on Rush Boulevard.

Two officers were sent to the scene and found Mitchell hiding behind a shed. Mitchell made first contact with officers, shooting one in the arm and hitting an artery. The officer was taken to the hospital for treatment.

More officers arrived and found Mitchell hiding inside the attic of the home, according to a police report. An exchange of gunfire ended with Mitchell dead. 

21 News Reporter Sydney Canty spoke exclusively with Mitchell's family who called the situation a horrible tragedy.

"It's just, just terrible situation you know," Joseph Baldwin, Mitchell's uncle said.

Baldwin also urged the public to comply with law enforcement.

"Whenever you get in trouble, I gotta say this, you can't beat the law just surrender. If something goes wrong I mean you're not guilty until you go to court, but you wanna be alive to go to court," Baldwin said.

A Youngstown city spokesperson said it is unclear at this time whether or not the suspect died from self-inflicted wounds. A police report from YPD says he was "neutralized." 

Police blocked off a perimeter in the neighborhood spanning several blocks in all directions.

Neighbors say the situation was frightening and some couldn't even get to their homes for hours.

"It was scary you know, because I have a dog and he's been in the house all day," John Weber, a resident on Rush street said. "I could hear gunshots, I could hear tear gas, you know I was worried about him and there was no way to get home, I couldn't even walk to my house," he said.

"I've lived here on this street since 2007 and it's a nice quiet neighborhood and kind of sorry to see something like this happen, actually," David Messersmith, a resident on Rush street said.

The Bureau of Criminal Investigation (BCI) has also been requested by YPD to investigate an "officer-involved critical incident" according to BCI spokesperson Steve Irwin. 

The officer was taken to the hospital for his injuries and is expected to survive.

Early on, during the police presence, neighbors near the scene told 21 News they saw over a dozen YPD officers along with Boardman and Mahoning County Sheriff's officers on the scene. Neighbors also told 21 News they heard gunfire.

A 21 News crew at the scene saw several police cruisers from multiple agencies, including Youngstown and Boardman, as well as the Mahoning County Sheriff's Office, FBI, ATF and SWAT Team on Southern Boulevard near Rush Boulevard. 

Nearby schools were put under lockdown during the incident as well. 

A separate 21 News crew at Valley Christian School near the area of the police presence was told by a school resource officer that the school was on lockdown due to a nearby shooting, not directly located at the school.

Taft Elementary School, as well as Wilson Alternative School, Paul C Bunn Elementary School and Rayen Early College Middle School were also on lockdown, according to a spokesperson for the Youngstown City School District.

Additionally, an employee at Cardinal Mooney High School confirmed with 21 News that they were on a "soft lockdown," which means school activities continued as normal while access to the school was restricted and students remained indoors.

This will be a multi-jurisdictional investigation.
