Decision 2025: See levies, ballots issues in Columbiana Co.

With three weeks to go until Election Day, Columbiana County has two countywide levies, some school renewal levies, plus road, police, and fire levies, along with park and rec and one library levy to decide on.
COLUMBIANA COUNTY
Columbiana County Senior levy renewal. A renewal of a proposed 0.5 mill tax for providing or maintaining senior citizens' services. If approved, the levy will collect $1,024,375 annually, amounting to $13 for each $100,000 of appraised value, for 5 years starting in 2025, with the first payment in 2026.
Columbiana County Mental Health Services levy renewal. A 0.3 mill renewal levy for providing mental health services, including the treatment of children with emotional problems, emergency outreach to persons in crisis, programs to prevent and treat drug and alcohol addiction, community support programs for mentally ill persons and provisions of facilities. If approved, it will collect $589,911 annually, amounting to $6 for each $100,000 of the appraised value, for 10 years starting in 2026, with the first payment in 2027.
EAST LIVERPOOL
East Liverpool Parks & Rec levy renewal. A 2 mills renewal of a tax for the benefit of City of East Liverpool for parks and recreational purposes. If approved, it will bring in $184,628 annually, amounting to $53 for each $100,000 of the appraised value, for 5 years starting in 2026, with the first payment in 2027.
East Liverpool library renewal. A proposed 2 mills renewal of a tax for the benefit of Carnegie Public Library, aimed at covering current expenses, will collect $184,599 annually if approved. It will cost $46 for each $100,000 of the appraised value over 5 years, starting in 2026, with the first payment in 2027.
EAST PALESTINE
East Palestine City School District levy renewal. A 0.5% annual income tax for current expenses to renew an existing income tax expiring at the end of 2025, for five years, beginning January 1, 2026, for current expenses.
SALEM
Salem City School District levy renewal. 3.27 mills renewal levy for the Salem City School District for emergency requirements of the school district. If approved, it will bring in $1,301,900, which amounts to $100 for each $100,000 of the appraised value for a period of 10 years, starting in 2026, first due in 2027.
BUTLER TOWNSHIP
Proposed Tax Levy (Renewal)
Butler Township road levy renewal. A 3.5 mills renewal levy for the purpose of general construction, reconstruction, resurfacing and repair of roads and bridges that will collect $259,227 annually if approved, which amounts to $70 for each $100,000 of the county auditor's appraised value, for 5 years, commencing in 2026, first due in 2027.
CENTER TOWNSHIP
Proposed Tax Levy (Renewal)
Center Township road levy renewal. A 1.5 mills renewal levy for general construction, reconstruction, resurfacing and repair of roads. If approved, the levy will collect $75,876 annually, amounting to $23 for each $100,000 of the appraised value, for 5 years starting in 2026, with the first payment in 2027.
Center Township fire levy renewal. A 0.5 mill renewal levy for protection against
fire that will collect $25,292 annually if approved, which amounts to $8 for each $100,000
of the appraised value, for 5 years, starting in 2026, with the first payment in 2027.
ELKRUN TWP.
Elkrun Township road levy renewal. A 2 mills levy renewal for general construction, reconstruction, resurfacing and repair of roads and bridges that the county auditor estimates will collect $51,640 annually, which amounts to $17 for each $100,000 of the appraised value, for 5 years, starting in 2026, first due in 2027.
SUMMITVILLE VILLAGE
Summitville Village parks and rec levy renewal. A 0.5 mill levy renewal for parks and recreation that will collect $1,852 annually if approved, for $13 for each $100,000 of the appraised value, for 5 years, starting in 2026, first due in 2027.
FRANKLIN TWP.
Franklin Twp. Road levy renewal. A 1.6 mills renewal for general construction, reconstruction, resurfacing and repair of roads that the county auditor estimates will collect $58,533 annually, at a rate not exceeding 1.6 mills for each $1 of taxable value, which amounts to $35 for each $100,000 of the appraised value, for 5 years, starting in 2026, first due in 2027.
HANOVER TOWNSHIP
Hanover Township road levy renewal. A 1 mill renewal levy for general
construction, reconstruction, resurfacing and repair of roads. If approved, it will collect $162,473 annually, which amounts to $19 for each $100,000 of the appraised value, for 5 years, starting in 2026, first due in 2027.
MADISON TOWNSHIP
Madison Township fire levy renewal. A 6.32 mills renewal levy for protection against fire that will collect $314,300 annually if approved. The cost will be $130 for each $100,000 of the appraised value, for 5 years, starting in 2026, first due in 2027.
Madison Township road levy renewal. A 1 mill renewal levy for general
construction, reconstruction, resurfacing and repair of roads. If approved, the levy will collect $29,200 annually at a rate of $9 for each $100,000 of the appraised value, for 5 years, starting in 2026, first due in 2027.
MIDDLETON TOWNSHIP
Middleton Township road levy renewal. A 2 mills renewal levy for general construction, reconstruction, resurfacing and repair of roads and bridges that if approved, will collect $137,468 annually. The cost will be $50 for each $100,000 of the appraised value, for 5 years, commencing in 2026, first due in 2027.
PERRY TWP.
Perry Township police levy renewal. A 1 mill renewal levy for police operating
expenses that, if approved, collect $92,615 annually, which amounts to $22 for each $100,000 of
the appraised value, for 5 years, starting in 2026, first due in 2027.
LEETONIA
Salem Township road levy renewal. A 0.9 renewal levy for general construction, reconstruction, resurfacing and repair of roads that the county auditor estimates will collect $96,346 annually if approved. The levy will cost $19 for each $100,000 of the appraised value, for 5 years, starting in 2026, first due in 2027.
Leetonia Village School District levy renewal (Columbiana and Mahoning Counties).
A 3.27 mills renewal levy to avoid an operating deficit for $350,000, which amounts to $100 for each $100,000 of the appraised value for a period of 5 years, commencing in 2026, first due in 2027.
NEW WATERFORD
New Waterford Village road levy additional. An additional two mills for general
construction, reconstruction, resurfacing and repair of streets, roads and bridges, if approved, will collect $34,405 annually. The levy will cost $70 for each $100,000 of the appraised value for 5 years, starting in 2026 and first due in 2027.
UNITY TWP.
Unity Township road levy renewal. A 2 mills renewal for general construction, reconstruction, resurfacing and repair of roads within Unity Township Road District. If approved, the levy will collect $158,187 annually, at a rate not exceeding 2 mills for each $1 of taxable value,
which amounts to $43 for each $100,000 of the appraised value, for 5 years, starting in 2026, first due in 2027.
Unity Township Fire District levy renewal. A 1.5 mills renewal levy for protection against fire within Unity Township Fire District. If approved, the levy will collect $126,705 annually, amounting to $40 for each $100,000 of the appraised value, for 5 years, commencing in 2026, with the first payment in 2027.
WASHINGTON TWP.
Washington Township road levy renewal. A 0.5 mill renewal of a tax for the benefit of the purpose of providing and maintaining road services equipment. If approved, the levy will collect $23,671 annually, amounting to $12 for each $100,000 of the appraised value, for 5 years starting in 2026, with the first payment in 2027.
WELLSVILLE
Wellsville fire levy renewal. A 7 mills renewal for maintaining and operating the Wellsville Fire Department and its existing facilities and building, and to provide for payment of salaries or wages of
permanent, part-time or volunteer fire department personnel, and replace or purchase additional equipment for the effective operation of the Village Fire Department. If approved, the levy will collect $208,800 annually, amounting to $166 for each $100,000 of the appraised value, for 5 years starting in 2026, with the first payment due in calendar year 2027.
Wellsville Village expenses levy renewal. A 1 mill renewal for current expenses
that will collect $29,900 annually if approved. The proposed levy amounts to $24 for each $100,000 of the appraised value, for 5 years, starting in2026, first due in calendar year 2027.
YELLOWCREEK TWP.
Yellow Creek Township road renewal. A 1 mill renewal levy for general
construction, reconstruction, resurfacing and repair of roads. If approved, the levy will collect $37,476 annually, amounting to $21 for each $100,000 of the appraised value, for 5 years starting in 2026, with the first payment in 2027.
