YOUNGSTOWN Former Youngstown Clerk of Courts Sarah Brown-Clark has asked the Seventh District Court of Appeals to dismiss her case against the city over a salary reduction. The motion to dismiss the appeal was filed on Tuesday by Brown-Clark’s attorney, James Vitullo.

Brown-Clark was appealing a Mahoning County judge's ruling from March 2025 that favored the city. Her lawsuit had sought $28,298 in back pay.

The dispute centered on the calculation of Brown-Clark's salary during her last term, which ended in 2023. Brown-Clark, who served as Clerk of Court from 2000, argued she was entitled to a salary based on 85% of a Municipal Court judge's pay. That formula is typically applicable to cities with a population over 100,000.

The lower court judge ruled that because Youngstown's population is below that threshold and the Municipal Court’s expenditure exceeded its revenue, the city’s legislative authority was authorized to determine the clerk's salary.

Brown-Clark had initially filed the appeal on April 9. The court had subsequently stayed the appeal for 60 days in July to allow for a possible resolution through mediation.

The appeal's dismissal is subject to the court's approval.
