On Monday, Senator Bernie Moreno (R-Ohio) introduced the Exclusive Citizenship Act of 2025 to establish that citizens of the United States must have “sole and exclusive allegiance to the United States.”

Dual citizenship has been legally recognized in the United States since 1967, while Moreno’s bill argues that "to preserve the integrity of national citizenship, allegiance to the United States must be undivided."

The introduced bill also states that the current law allows certain United States citizens to maintain foreign citizenship, which Moreno states could create conflicts of interest. Senator Moreno’s Exclusive Citizenship Act of 2025 would require them to forfeit their dual citizenship.

“One of the greatest honors of my life was when I became an American citizen at 18, the first opportunity I could do so,” Moreno stated. “It was an honor to pledge an Oath of Allegiance to the United States of America and ONLY to the United States of America! Being an American citizen is an honor and a privilege—and if you want to be an American, it’s all or nothing. It’s time to end dual citizenship for good.”

The bill states that no later than one year after the date of the Act's enactment, a citizen of the United States who also possesses foreign citizenship must submit to the Secretary of State or the Secretary of Homeland Security a renunciation of one of their citizenships. Those who do not do so must “voluntarily relinquish United States citizenship”, according to the proposal.
