No jail time for Grove City Library board member in embezzlement case
GROVE CITY, Pa. - A former Grove City Library board member who pled guilty in an embezzlement case will not be spending any time behind bars.
Forty-five-year-old Meghann Rigney pled guilty on Wednesday to one misdemeanor theft charge. She was sentenced to one year of probation and must complete 100 hours of community service.
The court had ordered Rigney to pay the library $10,300 in restitution. That restitution has already been paid.
Rigney's charge stems from an investigation that revealed $9,450 worth of unauthorized electronic debits made via an online payment service between March and July of 2025.
It was found that Rigney had been transferring money from the library's bank account into her personal bank account.
Rigney is one of two people convicted of embezzling funds from the Grove City Library. Former library director Amy Gallagher also pled guilty to a misdemeanor theft count and was ordered to pay $6,680 in restitution, which has been paid.
Gallagher is scheduled for sentencing on December 17.
In response to the theft, the Grove City Community Library Board of Trustees voted to close the library's booster fund and manage the library's finances through its primary bank account.
Board of Trustees President Carla Ligo says the board changed its bylaws in response to the theft.
"We have been cleaning up a lot of our accounting that had not been done for many years," she said.
Interim Director Scott Amon says the library will post its audit reports on its website in an effort to become more transparent.
"These are kind of snapshots into what the library is doing financially," he said.
The library will also extend its open hours into the evening on weekdays. The library will also open on Saturdays.
