Companies owing Mahoning County hundreds of thousands in taxes
MAHONING COUNTY, Ohio - 21 News reported extensively on the impact tax delinquencies can have in relation to the Southern Park Mall. But while their late bills are among the largest in Mahoning county, they are not alone.
At least 13 others owe more than $100,000 just in Mahoning County.
The second biggest delinquent account, utility giant First Energy, is going through an appeal process.
“It's very similar to a resident who has the right to appeal the value of their home, the value of their property that they're being taxed upon,” said Dan Yemma, Mahoning County treasurer. “First Energy has appealed their taxable amount and what they paid. And they have paid us every year, they pay on time, but last year, they paid what they feel they're going to owe once their appeal is approved.”
That means there is still a significant amount that remains in dispute, although the exact total has not been determined.
But one company that cost Mahoning County a loss in tax revenue for years is RRI of Ohio, a scrap tire company that's been out of business for decades.
The company owes $291,123. The county filed foreclosure, but since the company has been out of business for years there is nobody to collect from. The only thing the county can do is collect the land.
There are also multiple EPA violations against the RRI, meaning it would be near impossible to sell.
“The property is in very bad shape. I can't imagine anyone buying it if we were to put it up for sale,” said Yemma.
Between First Energy and a now closed scrap tire warehouse, there are hundreds of thousands of dollars in delinquent taxes. Yemma said despite these uncollected funds, the county is still doing alright.
As for Kohan Retail Investment Group, there can be no legal action taken until taxes are not paid for two years.
In their first year of owning the Southern Park Mall, their tax bill is continuing to rise.
“In the meantime, they're being assessed penalties and interest. Those are not going to go away. And when the time comes that we collect the money, that'll be additional tax monies that we collect and will be dispersed to the taxing districts,” said Yemma.
County Commissioners are continuing to share their concerns about the mall and loss of tax revenue.
“What they've done so far about their taxes, not paying millions of dollars of taxes, is all they're doing is hurting the Mahoning Valley residents,” said Carol Rimedio-Righetti, Mahoning County Commissioner.
“What the county gets is like $13 million of property tax overall. With all our agencies, it's like $57 million and if we don't, if we don't collect that, that, though, that has to come from somewhere,” said Geno DeFabio, Mahoning County Commissioner
Mahoning County collected over $280 million dollars in tax revenue this year, which is an increase over last year.
