Education Service Center of Eastern Ohio Board elects president, vice president

CANFIELD The Education Service Center (ESC) of Eastern Ohio announced that the president and vice president of the ESC's governing board had been elected.
According to the Thursday news release, Richard S. Scarsella was elected to be President of the Governing Board, while Attorney A. Ross Douglass was elected to be Vice President on January 12, 2026.
Scarsella is pictured above on the left, while Douglass is pictured on the right.
In addition to now being president of the Board, Scarsella also serves as the Mahoning County Recorder and has been a member of the ESC Governing Board since 2005.
Additionally, he is noted to be a longtime board member for the Mahoning County Career and Technical Center (MCCTC), where he has been recognized for 20 years of service.
Previously, Scarsella served as a vocational coordinator at Choffin Career and Technical Center in Youngstown.
"The ESC of Eastern Ohio plays a vital role in supporting our schools, educators and students across the region," said Scarsella.
He continued, stating that he is honored to continue serving the Governing Board and looks forward to collaborating with his colleagues and strengthening services for the ESC's districts.
Attorney Douglass has served on the ESC board since 2020. Furthermore, he is noted to be a practicing attorney and owner of a private law firm.
Douglass is also noted to be a member of the Mahoning County and Ohio State Bar Associations and has served on the board that created the Mahoning County Family Dependency Treatment Court.
Furthermore, he is a member and past President of the Wolves Club of Youngstown, along with serving on the Board of Directors for the Youngstown Community School for several years.
The ESC of Eastern Ohio provides leadership and other services to school districts across several counties, including:

- Trumbull County
- Columbiana County
- Portage County
- Stark County
