Mercer County woman charged after dog found outside in freezing weather

JACKSON CENTER, Pennsylvania - A Jackson Center woman faces a summary charge of animal neglect after Pennsylvania State Police found a dog tethered outside in freezing temperatures last week.
Kathleen Susan Blair, 66, was charged following an incident on Jan. 20 at a home on Franklin Road. According to a state police public information report, troopers were dispatched at approximately 9:30 a.m. to check on the welfare of a dog.
Investigators found a white-and-brown dog named Cricket tethered outside in sub-freezing weather. State police reported the dog was cold and shaking.
According to a criminal complaint, the dog was outside in the cold for more than 30 minutes.
The investigating officer noted that the animal lacked adequate shelter. A box at the scene lacked hay, straw, or other materials to help the dog stay warm.
At the time of the discovery, the homeowners were not present and could not be reached by authorities.
Court records show a citation was filed against Blair on Jan. 23. The specific charge is for neglect of animals regarding necessary shelter and protection.
The case remains active in Mercer County Magisterial District Court. A summons was issued to Blair on Jan. 26.
The incident occurred during a period of dangerously cold temperatures. The Humane Society of Mercer County recently reminded the public that the organization is 100% volunteer-run and currently has only one humane officer serving the entire county.
Humane officials rely on the community to report concerns. If a dog has an appropriate doghouse with straw and access to unfrozen water, the humane officer's role is limited to advising that the animal be brought indoors. However, when an animal lacks these basic protections in life-threatening conditions, residents are encouraged to speak up.
