boardman - The Ohio State Highway Patrol is investigating a crash in Boardman that left two people injured Tuesday night. 

A report from dispatchers, indicates that the crash happened around 7 p.m. near Market Street. Troopers say the two people were walking along the roadway when they were struck by vehicle driven by a man in a Subaru.  

According to a 911 call, the driver reported seeing one person alert and yelling and another lying in the middle of the road. He told dispatchers he was traveling between 25 and 30 miles per hour before the crash. 

Troopers said both pedestrians were taken to the hospital with minor injuries. 

The incident is drawing attention to the snow-covered sidewalks across the Mahoning Valley, which can leave pedestrians with little choice but to walk in the street. 

Some communities like Canfield, Lisbon, and Niles have ordinances requiring property owners to clear snow from sidewalks. Others such as Poland, Austintown, and Boardman, do not. 

Boardman Township administrator, Jason Loree enforcing an ordinance would be difficult due to limited staffing and resources. 

"For the township to be able to enforce sidewalk shoveling on business or property owners, it would almost be an impossible task," Loree said. "The option would be sending a letter or courtesy notice, and that's basically it." 

As winter weather continues, local leaders urge drivers to slow down and pedestrians to be careful and wear reflective clothing.
